Western Tidewater Release Paths
Western Tidewater Regional Jail is a regional-jail authority facility in Suffolk that serves Hampton and other member localities. Hampton is an independent city, even though “Hampton County” is used in this site’s search-oriented branding. WTRJ’s own record is the direct source for what happened when someone left its building.
A departure can be a community release, return or transfer to Hampton, delivery to another jail, commitment to the Virginia Department of Corrections, or a federal handoff. WTRJ also contracts for federal prisoners. A USMS or BOP prisoner can leave WTRJ while remaining in federal custody, so building departure cannot be equated with federal release.

The release or transfer field should supply the event time and destination. A current roster omission does not distinguish these outcomes.
Confirm a WTRJ Release
WTRJ publishes an official inmate-lookup landing page that links to its Public Safety Cloud JailTracker roster. Use it for a present-custody check. The roster’s limits and update timing still matter, and it is not an archive of everyone released in a recent period.
- Open the WTRJ official inmate lookup and follow its current-roster link.
- Search the full name carefully and compare the displayed identity and custody details.
- If no match appears, call WTRJ rather than labeling the person released.
- Request the admission and release or transfer transaction, exact time, release type, destination, and booking photograph.
- Compare the WTRJ event with the Hampton or other controlling court order and continue with the receiving custodian when the result was a transfer.

Use WTRJ’s official inmate lookup, its official history, and the jail’s public-record channels. WTRJ accepts records requests by mail, fax, email, in person, and phone. A requester does not have to use the word “FOIA.”
Ask for a cost estimate and narrow the request by name, booking number, Hampton commitment, and dates. WTRJ can charge reasonable actual search and copying costs and may seek a deposit when expected cost is more than $200.
Hampton Joined WTRJ in 2024
WTRJ’s official history says Hampton became the authority’s fourth member on September 1, 2024. The same source says WTRJ can house up to 200 Hampton inmates. These facts make custody date a key part of any Hampton search.
Before this transition, Hampton also used Hampton Roads Regional Jail, whose inmate operations ended April 1, 2024. A current episode commonly points to WTRJ. A pre-April 2024 regional event may require HRRJ’s remaining records, Hampton transport documentation, and the court file.
WTRJ’s official history page documents the authority’s development and Hampton’s addition as a member.
The history establishes the regional relationship. It does not prove a named person’s release, which still requires the individual WTRJ transaction.
Hampton’s Facility Shift to WTRJ
The Hampton Sheriff currently marks Hampton Correctional Facility at High Court Lane temporarily closed, while listing the Community Corrections Center on West Pembroke Avenue and Adult Intake on North King Street. WTRJ’s later regional role adds a fourth location to the custody timeline.
That change makes the date and exact facility name essential. Ask Hampton for the transport or commitment entry when a person moved from Adult Intake or a local correctional site to WTRJ. Then ask WTRJ for its admission and later release or transfer entry. The two agencies’ timestamps should connect the custody segments.
An older Hampton event may belong to High Court Lane or the former Hampton Roads Regional Jail. A newer event may begin at Adult Intake and continue at WTRJ. No single current roster preserves all of those historical paths.
Request a WTRJ Release Record
Ask for a defined record rather than an open-ended explanation. Include the full legal name, booking number if known, Hampton as the committing locality when applicable, and a narrow admission or release range.

WTRJ ordinarily provides one of the Virginia FOIA statutory responses within five working days. When production is impractical in that period, it can invoke seven additional working days. Virginia statutory access rights apply to Virginia citizens and qualifying Virginia media. An agency can ask for a name and legal address.
If the response says transfer without identifying a destination, ask for the existing field, transport document, or commitment record showing the receiving agency and time. Permit redaction of exempt parts. When the jail supplies a court-ordered release but no physical exit time, follow up for the jail-management transaction.
WTRJ Property and Account Clues
WTRJ publishes a practical difference between release and transfer. Its property rules say released account balances are normally issued by debit card, while amounts below $25 may be paid in cash. Medical copays, damaged-property charges, or other balances may remain due, ordinarily with 30 days to pay unless arrangements are made.
For a transfer, the account balance instead goes to the receiving facility. That operational trail can support the distinction between a community release and continued custody. It is not a substitute for the official release or transfer entry, but it can guide a focused follow-up question.
Review the WTRJ inmate property rules for the current wording. Personal property and account treatment can change, so use the official page and contact WTRJ about a specific event.
Federal Custody at WTRJ
WTRJ contracts to hold federal prisoners, which adds a custody layer absent from an ordinary local release. USMS commonly coordinates federal pretrial custody in contracted local space. There is no official public USMS name-based historical release locator.
Before BOP commitment, use the federal court order and WTRJ’s actual-detention record. After commitment, the BOP locator can show a register number, location, and release date. “Not in BOP custody” does not by itself reveal whether the person is free, in another agency’s custody, or outside the locator’s covered period.
If WTRJ identifies ICE rather than a criminal federal transfer, use ICE’s Online Detainee Locator System for the covered current or recent civil-detention period. A no-result is inconclusive because exact-match errors, timing, age limits, or the system’s limited post-release display can affect results.
WTRJ’s 30-Day Visit Rule
WTRJ states that a former inmate may not visit a current inmate until 30 days after release. This is a distinctive local post-release rule. It makes a verified release date practically important, but the rule itself is not evidence of the date.
Use the actual WTRJ release transaction to count the period and check the official visitation page for current requirements before planning a visit. A transfer is not the same as release, so someone moved to another custodian should not assume the former-inmate rule begins on the building-departure date.
Other visitation eligibility rules may also apply. WTRJ is the authority on its current visitation process, and staff should be asked about any unclear status or restriction.
WTRJ VINE and Court Checks
Virginia Jail VINE and VINELink cover participating local and regional jail custody. A WTRJ result or alert can report an agency event such as release or transfer, but fields vary and a no-result remains inconclusive. Confirm any alert with WTRJ and the court record.
If the person entered WTRJ from Hampton, use the relevant Hampton court. General District Court handles many misdemeanors and preliminary felony matters, while Circuit Court handles felony dispositions and district appeals. A signed order explains legal authority, while WTRJ records the actual physical event.
A move to VADOC crosses the notification boundary. Local Jail VINE does not become the state-prison record. VADOC’s locator and its separate victim-notification system apply after state reception, subject to their own scope and eligibility rules.
