HRRJ Historical Release Search

Hampton Roads Regional Jail ceased all inmate operations on April 1, 2024. That fact changes every lookup. HRRJ’s remaining authority may hold a record from an earlier Hampton custody episode, but no one can be currently released from an active HRRJ inmate operation. Current Hampton inquiries should start with Hampton Adult Intake, the Hampton Sheriff, or Western Tidewater Regional Jail, depending on the custody path.

For an older episode, request the admission, physical departure, release or transfer type, event time, legal authority, and destination. A departure from HRRJ may have been community release, return to Hampton, movement to another jail, commitment to VADOC, or a federal handoff. Only the transaction and receiving-agency field can separate those results.

Confirm an HRRJ Release

Start with identity and dates. Use the full booked name, a narrow custody range, Hampton as the committing locality when applicable, and a case or booking number if known. A general question such as “where did this person go” is less precise than a request for existing admission, transport, and departure entries.

1. Ask HRRJ whether an undestroyed record exists for the named person and date.
2. Request the admission source, release or transfer date/time, transaction type, authorizing paper, and destination agency.
3. Ask the Hampton Sheriff for its matching transport or commitment entry.
4. Search the Hampton court file and obtain the signed release, sentencing, or commitment order.
5. Continue with VADOC, BOP, ICE, or the receiving jail only when the records name that next custodian.

HRRJ Records Contact

The former regional jail’s remaining-record contact is the direct starting point for its own files. Ask whether the relevant series remains available before ordering a broad search. Hampton is an independent city, so “Hampton County” is search wording, not the name of a county records custodian.

The official HRRJ information page documents that inmate operations ended. Contact the authority for its current request channel and fees. Costs, response method, and remaining record formats should be confirmed rather than guessed.

Also contact the Hampton Sheriff at 1928 W. Pembroke Avenue, Hampton, VA 23661, 757-926-2540, for Hampton transport and jail-management records. The Hampton Circuit Court clerk is at 237 N. King Street, 757-727-6105, and keeps court material rather than HRRJ’s physical release timestamp.

HRRJ Record Destruction Warning

HRRJ warns that records are destroyed under Library of Virginia schedules. That does not establish one universal deadline for every record series. Admission data, transport papers, jail-management entries, fiscal material, and court files may follow different schedules. It does mean an older search should begin promptly and should not depend on HRRJ alone.

If HRRJ reports that a record no longer exists, ask for the record-series name, destruction status, and any surviving index or transfer documentation that can lawfully be disclosed. Then request Hampton’s own transport or commitment entry and the court case. Independent records may preserve the legal and physical sequence even when one custodian’s file has reached its authorized disposition date.

Do not ask HRRJ to recreate a narrative. Ask for existing records and allow lawful redaction. Juvenile, sealed, expunged, security-sensitive, medical, victim, and active-investigation information may have access limits. The goal is the releasable event, not restricted details.

A narrow request should name the custody dates, Hampton case number, and exact components sought. Ask for admission and release entries, transport logs, commitment documents, destination fields, and a booking photograph if relevant and releasable. Request an advance cost estimate and the ordinary electronic format. If part of a record is exempt, ask for the remainder that can be separated.

Virginia FOIA ordinarily calls for one of its statutory responses within five working days for a qualifying request, with an extra period available in specified circumstances. That does not guarantee that an old HRRJ record survived its retention schedule. A timely response can properly state that no responsive file remains, which is why parallel Hampton and court requests matter.

The source establishes facility status. It does not confirm any named person’s release, which still requires an individual event record and court comparison.

Hampton Custody Before 2024

Hampton’s regional-custody map changed in 2024. Before HRRJ stopped inmate operations, a Hampton case could generate Hampton intake and transport records, an HRRJ admission and departure entry, and court records in different offices. After September 1, 2024, Western Tidewater Regional Jail became a Hampton member and says it can house Hampton inmates.

Dates therefore route the request. A pre-April 2024 regional episode may point to HRRJ. A current regional episode commonly points to WTRJ. The interval between those changes should be traced from Hampton’s own transport and jail-management records rather than assigned by assumption. The exact facility name on a booking or court paper is the strongest lead.

Read HRRJ Departure Types

A bond or recognizance release ends physical pretrial custody under court terms while the case remains open. Time served ends the credited confinement for one sentence, although another hold may control. A discharge ends the specified custodial sentence. A transfer moves custody and is not release to the community.

Federal and immigration holds require extra care. A person held at a regional jail for USMS can leave the building while remaining in federal custody. An ICE detainer can turn a local departure into civil immigration detention. For either path, obtain the destination field before using the federal or ICE locator. No result in a later system proves that the person went free.

VADOC is also separate. A state-responsible person transferred from HRRJ should be searched in the statewide locator after reception. A future projected date is not an actual release. If the locator no longer shows a fully discharged person, request inactive records from VADOC.

Match HRRJ Court Records

Hampton General District Court handles many misdemeanors and felony preliminary proceedings. Hampton Circuit Court handles felony trials and dispositions, sentencing, and district appeals. A felony can appear first in district court and later under a circuit case number. Search both levels when the sequence calls for it.

The signed order states what the judge directed. HRRJ’s event record states what the custodian did and when. Hampton transport data connects the regional episode to the city. Use the three together. An online docket summary can be incomplete or corrected and may not show the minute of physical departure.

If HRRJ returns a transfer without a destination, ask for any existing transport, commitment, or receiving-agency field with exempt portions redacted. If the court order authorizes release but no timestamp survives at HRRJ, Hampton records may still show transport back or another custody change.

For bond, compare the signed order with regional departure time. For sentence completion, read imposed time, suspended time, jail credit, and later revocations. For a state commitment, connect HRRJ departure to VADOC reception. For a federal or ICE handoff, preserve the receiving agency because a later no-result screen does not erase the documented transfer.

Certified court copies help when exact wording matters, but they do not certify a jail’s physical release time. That operational fact belongs in the surviving HRRJ or Hampton event record. When dates do not connect, ask whether an amended entry or later transport record exists.
