Virginia Jail VINE is the custody-information and notification channel for participating local and regional jails. In the Hampton area, that can include a Hampton Sheriff custody record or a Western Tidewater Regional Jail record when the named agency supplies the feed. The web access point is Virginia VINELink. Coverage is custodian-specific. A person arrested in the City of Hampton may pass through Adult Intake, enter a Hampton placement, move to WTRJ, or become state-responsible under VADOC. A VINE match from one agency does not describe every link in that path. A missing name is also inconclusive. A VINE result is a report from the named source agency. Fields vary across Hampton, WTRJ, and other participating jails. Some records may display a current location and status, while others offer less detail. Do not fill gaps with assumptions.

Save the exact status and update time. Then call the source facility for the event type and destination. A Hampton Sheriff release transaction or WTRJ record can distinguish a community release from a handoff. Court orders explain legal authority, but may not show the actual door time.
Register Hampton VINE Release Alerts
Registration is tied to a person, agency, and event selection. The Virginia material lists phone, text, email, TTY, and app possibilities, but the choices offered can vary by jail and event. Use only the methods the live record presents. Do not assume Hampton supplies advance-release, work-release, or electronic-monitoring alerts unless those options appear.

Virginia Jail VINE also lists 1-800-467-4943 and TTY 1-866-847-1298. Registration does not replace direct verification. If the person later has a new local-jail episode, re-register when required because an old registration may not follow a new booking or facility.
Hampton VINE and NAAVI Divide
Virginia now has an important two-system boundary. Jail VINE and VINELink cover participating local and regional jail custody. VADOC uses NAAVI for state-prison victim notifications. A person can move from Hampton or WTRJ into VADOC, so an old local VINE registration should not be assumed to follow that transfer.
The Virginia Jail VINE brochure explains the local jail service. The separate VADOC notification page says NAAVI registration is limited to crime victims under Va. Code § 19.2-11.01. It lists transfer, anticipated release, actual release, death, name change, work release, escape or recapture, and parole events among its notices. Access is therefore not universal.

Confirm Hampton VINE Release Alerts
An alert should trigger a source check. Call the agency named in the VINE record and ask whether the event was release to the community, transfer, escape, death, return, or a data correction. When a person becomes state-responsible, check the VADOC locator. It can show someone in a prison, local or regional jail under VADOC authority, CCAP, an institutional hospital, or community supervision. A seven-digit VADOC number is the best input. A person released from prison onto supervision may remain listed as a supervisee, while a fully discharged record may eventually disappear.
The court channel answers a different question. Hampton General District Court may hold a misdemeanor or preliminary felony entry, while Circuit Court handles felony disposition and sentencing. The signed order can explain the legal basis for release. It does not prove the time when the person physically left a facility.
Use the agency name in the alert to choose the call. Hampton Adult Intake is suited to a current routing question. Sheriff Inmate Records is better for a past Hampton event because that unit maintains court-connected jail data. When WTRJ is named, ask whether it released the person to the community or delivered the person to another custodian. Request the exact time and destination. A state transfer belongs in the VADOC record, while a federal handoff may require the federal court and BOP path.
Keep a short event log. Write down the name searched, the agency, identifying fields, displayed status, update time, alert time, and the person who confirmed the event. This makes a later mismatch easier to resolve without treating a screen capture as a full release record. If the agency corrects its feed, preserve both the earlier status and the correction date.
Hampton VINE Check Limits
VINE does not cover every custody system. It is not the federal Bureau of Prisons locator, the ICE detainee locator, a national U.S. Marshals release archive, or the Virginia sex-offender registry. Those tools have different coverage and meanings. WTRJ holds some federal prisoners under contract, so departure from its building may remain a federal transfer rather than a final release.

A delayed update can create a mismatch between an alert and the source office. Write down the status, source agency, event, and capture time. Then verify. A live jail roster describes current custody, while a release transaction documents the event. Neither should be silently substituted for the other.
For a same-name result, compare the agency and all available identifiers before registering. Do not use an age or photo by itself when another field conflicts. If the service has no record, try the source jail and court with the exact booking spelling. A Hampton person may never enter VADOC, while a state-responsible person can move beyond the local Jail VINE layer. Federal and ICE paths remain separate even when the first booking occurred in Hampton.
Notification choices can also change after an agency updates its feed. Review the selected event and contact method when custody moves. Keep the phone PIN private, update an expired email or number, and register again if the live record requires a new facility-specific notice.
